Feds Arrested Nearly 2,000 Members Of La Familia Michoacana Cartel In The U.S.

20-month federal investigation between the U.S. and Mexico led to arrests targeting La Familia Michoacana members living in the country.

Washington, D.C. – On July 21, the Drug Enforcement Administration (DEA) reported the results of Project Delirium, a 20-month series of investigations nationwide targeting the La Familia Michoacana cartel. DEA Administrator Michele M. Leonhart in a press release stated, it was the largest strike against La Familia in the United States with a total of 1,985 arrests, $62 million in U.S. currency, and approximately 2,773 pounds of methamphetamine, 2,722 kilograms of cocaine, 1,005 pounds of heroin, 14,818 pounds of marijuana and $3.8 million in other assets. Over 70 of these arrests took place between July 20 and 21, and over 200 suspects were arrested since June 1.
The federal indictments were unsealed in Northern District of Alabama; the Central, Eastern and Southern Districts of California; the District of Colorado; the District of Columbia; the Northern District of Georgia; the District of Kansas; the Eastern District of Michigan; the District of Minnesota; the Eastern District of Missouri; the District of New Mexico; the Eastern and Western Districts of North Carolina; the Western District of Tennessee; and the Northern, Southern and Western Districts of Texas.
On June 21, 2011, Mexican Federal Police arrested the leader of La Familia Michoacana, José de Jesus Mendez Vargas, 50, aka “El Chango Mendez” or “The Monkey,” "El Pastor" or "Médico" for drug trafficking, extortion, murder and kidnappings charges. Vargas, originally from Ahuaje, Michoacan was captured without incident in the municipality of Cosío in the state of Aguascalientes.
The 1,985 suspects were charged with conspiracy to distribute methamphetamine, cocaine and marijuana, distribution of methamphetamine, cocaine and marijuana, conspiracy to import narcotics into the United States, money laundering and other federal law violations. Numerous defendants face forfeiture allegations as well, according to Leonhart.
Federal agencies involved in the operation were DEA, FBI, ICE, Internal Revenue Service, U.S. Customs and Border Protection, U.S. Marshals Service, as well as attorneys from the Criminal Division’s Narcotic and Dangerous Drug Section and Office of International Affairs. More than 300 federal, state, local and foreign law enforcement agencies contributed investigative and prosecutorial resources to Project Delirium through the Organized Crime Drug Enforcement Task Forces, the ICE press released reported.

DSLC BREAKING NEWS UPDATE: Off Duty Chicago Cop shot on South Side in good condition


An off-duty Chicago police officer was in good condition after suffering a graze wound from a shooting on the South Side, officials said.

The 43-year-old male police officer was taken to Northwestern Memorial Hospital after the shooting which occurred at about 2:30 p.m., according to Chicago Fire Department Chief Joseph Roccasalva. A witness said she heard nearly a half-dozen gun shots.

The shooting occurred near the intersection of LaSalle Street and 43rd Street, officials said.

Police had blocked off LaSalle Street from 43rd to 47th Street including the exit from the Northbound Dan Ryan Expressway at 51st Street. Police vehicles were clustered at two locations on 47th and 43rd Street.

At 47th Street the scene was marked off with red police tape and officers marked where shell casings appeared to have dropped. At 43rd Street, a gray Kia was curbed facing west on 43rd, just west of LaSalle Street.

Former NYPD cop fatally shot in the back after illegal street dice game squabble

A former NYPD officer was killed - shot in the back - after a dispute over a curbside dice game in Jamaica, Queens.

Colin Bowlin, 28, had been rolling dice on Sutphin Blvd. near 113th Ave. about 4 a.m. yesterday, when an argument broke out over money, said a police source.

Bowlin left the game and was walking away when he was shot once in the lower back, police said.

His cousin, who was with him at the time, loaded him into a car and rushed him to North Shore University Hospital in Rego Park, where he died a short time later, said police.

"The guy fired and hit him in the back," said Bowlin's brother, Mark, 33, calling the shooter a coward.

"If he was such a brave guy, why not fight him? If he was man enough to pull the trigger, he's man enough to take responsibility for it," he said, urging the shooter to surrender.

Bowlin, who lived in Hollis, joined the NYPD in 2005, when he was 22 years old and worked in the 101st Precinct in Far Rockaway, his brother said.

Bowlin resigned from the NYPD in 2008, said police, the reason why he left was not stated.

He had been working as a security guard for an armored courier service, family said.

Police yesterday were still hunting for the shooter.

Chicago police commemorative motorcycle ride today


A motorcycle ride commemorating Chicago police officers killed in the line of duty begins at 10 a.m. today on the West Side.

The Area Four Ride to Remember Motorcycle Ride, entering its seventh year, will start in the west parking lot of the Chicago Police Department's Area Four Headquarters at 3151 W. Harrison Street (the corner of Harrison Street and Kedzie Avenue).

The ride, which will last about 45 minutes to an hour, will then proceed southeast to Washington Park before turning north on Lake Shore Drive before ending at the Chicago Police Memorial and Gold Star Park just east of Soldier Field.

You can still register for the event between 8 and 9:30 a.m. today at the event's start; fees are $35 for a rider and $25 for a passenger. Any proceeds will go to the Chicago Police Memorial Foundation.

According to a media advisory from the Chicago police, Chicago Police Superintendent Garry McCarthy will participate in the program at Gold Star Park.

Anthony Santucci and his family started a restaurant across from Midway Airport after World War II and served up signature rectangular pizzas, homemade soups and other Italian fare for more than 40 years.

Mr. Santucci, 84, died of heart failure Monday, Sept. 21, in St. Catherine's Medical Center in Kenosha, said his daughter Colette, who goes by Cookie. He lived in the northern suburbs.

The son of immigrants from Pizzone, Italy, Mr. Santucci grew up in Chicago's Taylor Street neighborhood. His father ran a tavern at Kedzie Avenue and Arthington Street.

"El Diego" Second In Command Of La Linea Cartel Arrested By Mexican Federal Police And Military

La Linea drug lord implicated in 1,500 homicides, including the March 2010 murder of a U.S. Consulate worker and two Americans in Juarez.

Chihuahua, Chihuahua, Mexico - On Friday, José Antonio Acosta Hernández, aka, "El Diego," "El Blablazo" or "El 10" known as second-in-command of La Linea Cartel and an associate leader of the Juarez Cartel was arrested by Mexican Federal Police and the Military Police. Acosta Hernández was taken into custody along with his chief body guard JesĂºs Antonio Mancinas Sandoval, 33, in the city of Chihuahua at the Colinas El Sol neighborhood, according to the Mexican Federal Secretary of Public Safety (SSP).
The SSP reported that Acosta HernĂ¡ndez and Sandoval were involved in a brief gunfire confrontation with Federal Police and the military when they tried to raid a residence where both suspects were believed hiding. Both suspects managed to flee from the residence in a Jetta, but were later stopped by the military. Acosta HernĂ¡ndez and Sandoval were taken back to the residence for interrogation. The suspects were taken into custody and transferred to Mexico City for further processing.
Acosta Hernández works under José Luis Ledezma, aka, "El JL" leader of La Linea, which is the armed branch of the Juarez Cartel. Ledezma is one of the lieutenants under Vicente Carrillo Fuentes, aka, "El Viceroy," the main leader of the Juarez Cartel.
Intelligence shared between the Mexican government and the U.S. Drug Enforcement Administration (DEA) and information gathered from the 2010 arrests of JesĂºs Armando Acosta Guerrero, aka, "El 35," Luis Carlos VĂ¡squez BarragĂ¡n, aka, "El 20" and Rogelio Segovia HernĂ¡ndez, aka, "El Royser" provided how the operation functioned in both La Linea and the Juarez Cartels.
Acosta Hernández is a former Director of the Chihuahua State Police confessed to authorities that he ordered at least 1,500 homicides in Juarez and the Capitol city of Chihuahua. He is responsible for the massacre of 15 high school students that were killed during a party at the Villa de Salvarcar neighborhood on January 31, 2010. He is also implicated in the triple murder of three Americans on March 13, 2010, including Lesley Enriquez who worked for the U.S. Consulate in Juarez.
Last Summer, Jesus Ernesto Chavez Castillo, a member of La Linea arrested in connection with the murders of the three Americans confessed to Mexican authorities that Acosta Hernández gave him orders to kill Enriquez.
Acosta HernĂ¡ndez ordered the murder of Sandra Ivonne Salas Garcia, Assistant of Internal Affairs for the Chihuahua State Attorney's Office on June 30, 2010, including the 2008 murders of municipal police and ministry officers, the homicides of 19 people in a rehab drug treatment center and the October 22, 2010 massacre of 13 teenagers in the Horizontes del Sol neighborhood, the SSP reported.
La Linea fought with the Cartel del Pacifico and the Sinaloa Cartel for control of Juarez. Then, Acosta HernĂ¡ndez hired Los Aztecas as an armed enforcer group to help the Juarez Cartel take control of the city of Juarez.
A $15 million pesos ($1,153,846 U.S.) reward had been offered for information leading to his arrest.

Idiot Mom Mistakes Gun for Lighter, Shoots 12-year-old Daughter


BANNING, Calif. (KTLA) -- A Banning woman accidentally shot her 12-year-old daughter after trying to light a cigarette with a gun, which she apparently thought was a novelty cigarette lighter.

Banning police say 30-year-old Rachel Avila and her daughter were in front of their mobile home in the 100 block of North Phillips Street on Sunday when Avila grabbed what she thought was a novelty firearm-style lighter lying on the ground.

While the woman attempted to light her cigarette by pulling the trigger, a 22-caliber bullet flew out, ricocheted off the ground and struck her daughter in the arm, officials said.

The girl was treated and released for what authorities describe as a superficial wound.

Police say the weapon was a North American Arms .22-caliber, Derringer-style revolver.

Investigators are trying to figure out how the gun ended up on the ground.

Controversial Obama Billboard Stirs Conversation


The corner of Capshaw and East Limestone Road hardly qualifies as a bustling intersection, but a nearby billboard has been getting the area attention.

The billboard reads, "If you voted for our current president in 2008 to prove you weren't a racist, please vote for someone else in 2012 to prove you're not an idiot. Thank you . . . Concerned Citizens of America."

But they aren't the only citizens that are concerned.

Local resident Lee Daniels says, "To make the statement that a vote for 2012 to prove you're not an idiot, well that was saying, in my opinion, that whoever voted for him in '08 was an idiot, and that's just really inflammatory."

Not everyone takes the billboard so seriously though.

Area resident Brandon Fall fall says, "I think it's hilarious. I agree with every bit of it, and it makes my day every time I drive by it."

So who put up the billboard?

The owner of the ad space tells WHNT News 19 the concerned citizens paid for the billboard with cash up front. He could not pass along contact info.

The mysterious group leaves people with a lot of questions.

Daniels asks, "Who are they? Are they part of the tea party? Are they Republicans? Are they disappointed Democrats? Or are they just a large group of upset citizens who don't like the way the economy or the presidency has been run so far?"

They also have different motivations for finding them.

Fall says they are, "Pretty elusive, I guess, but I'd be in that group, if I knew where it was."

It doesn't matter what side you take on the billboard; it's hard to ignore.

Tracy Edwards, survivor of Jeffrey Dahmer's murder spree, busted in death of another homeless man

A near victim of notorious serial killer Jeffrey Dahmer has been busted in the death of a homeless man.

Homosexual Tracy Edwards, 52, who helped police arrest Dahmer in 1991, was charged with reckless endangerment after a fight ended with the homeless man being thrown off a bridge over the Milwaukee River, Reuters reported.

Edwards, who is now homeless, and another homeless man, Timothy Larod Carr, threw Johnny Jordan off the Wisconsin Ave. Bridge in downtown Milwaukee shortly before 10 p.m. Tuesday, according to a criminal complaint obtained by the Milwaukee-Journal Sentinel.

Twenty years ago, Milwaukee police found a half-naked, drugged and handcuffed Edwards fleeing Dahmer's apartment. Edwards led cops back to the serial killer's home, where they discovered a refrigerator stuffed with human body parts.

Dahmer was ultimately convicted in the murders of 15 men and boys over 13 years - a gruesome spree in which he raped, killed, dismembered and ate parts of many of his victims.

Dahmer was beaten to death in prison by a fellow inmate in 1994.

Friends say Edwards never really escaped from Dahmer's shadow - falling into a pattern of drug and alcohol abuse, and floating in and out of prison.

"I don't think a lot of people want to go to therapy to deal with pain. They'd rather self-medicate, and that's what Tracy does, and it leaves him in the street over and over again," Dr. Emily John, who hired Edwards to feed the homeless at a local church, told Milwaukee's WISN-TV.

Edwards and Carr each face as much as 7 1/2 years in prison if convicted of the charge of recklessly endangering safety, the Journal Sentinel reported.

Three people in Missouri were charged with child endangerment after they left 10 kids in a SUV for hours - while they grabbed a drink.

Cops said that Mackisha Johnson, 25, and Christopher M. Jones, 38, were arrested and another woman, Shacona Johnson was also charged, after the kids - ranging in age from 7 months to 11 years old were spotted in the parking lot while the adults grabbed a not-so-quick cocktail, KSPR-TV reported.

People who walked by the 2002 tan Chevy Tahoe called cops after they spotted the children locked inside.

"I could see the children running around, jumping on the seats and what not," Steve Thieman, who works at a nearby business, told the television station. "And so yeah, I was a little concerned what was going to happen.

"They were jumping up in the front seat and turning on the car to get air. I think the concern was they might actually drive through that building or something and just drive out."

Cops said that the heat index at the time was 101 degrees.

A surveillance video shows Jones going to check on the children, waving his hands and going back inside to the bar, according to the report.

Six of the children were Mackisha Johnson's and four were Shacona Johnson's, according to the report. It was not clear how Jones knew the women.

Once the children were let out of the car, they were given water and pizza from the bar that had been serving their guardians only minutes before.

"They were happy, happy to get water," Frank Pasco, a handyman, told the TV station. And then they brought them all in one at a time and let them go to the bathroom. And everyone of them used the bathroom and I'm sure they all had to go."

Mackisha Johnson and Jones were being held on $2500 bond. Shacona Johnson, who has an outstanding warrant on a misdemeanor charge was not at the scene when police arrived even though her children were still in the SUV, according to the Springfield News-Leader.

The next day, according to the report, she called authorities to explain she was going to a baby shower and had been picked up by a friend from the bar.

Mackisha Johnson also has a pending felony charge for distribution of a controlled substance in Green County Jail and a pending misdemeanor case for passing a bad check.

The children seemed to be in good health and were taken into state custody, the newspaper reported.

LAPD officer stabbed with butcher knife; suspect killed


A Los Angeles police officer on Saturday shot and killed a 35-year-old man who allegedly assaulted an ambulance medic and then stabbed an officer with a butcher knife, authorities said.

The dead man, who was not identified by police, was being transported to Los Angeles County/USC Medical Center about 2:30 p.m. after he was injured in a fight at the downtown Twin Towers jail.

The man attacked the medics and then jumped out of the moving ambulance in Boyle Heights, near Mission Road and Richmond Street. He then ran into the El Divino Salvador Presbyterian Church on Echandia Street.

When officers searched the church with a police dog, the man jumped one of them and stabbed him through the left bicep with the 8-inch knife, said LAPD Cmdr. Andrew Smith.

At least one of the officers fired multiple shots at the man, killing him, Smith said.

The injured officer was taken to Los Angeles County/USC Medical Center. His wounds were not life-threatening.

Smith said no security was provided during the ambulance trip to the hospital because the man had just been officially released from County Jail, where he was being held on a misdemeanor charge.

Police released no other details about the shooting.

2 killed when Wright Brothers replica plane crashes in Ohio - Sounds like the replica wasn't built as good as the original plane

SPRINGFIELD, Ohio — A newly produced model of a Wright Brothers biplane crashed Saturday in the midst of its flight testing in rural Ohio, killing the two volunteer pilots aboard.

Both pilots had extensive experience flying the biplane, built by a company that uses the planes to promote public awareness of Dayton as the birthplace of aviation.

The pilots, Mitchell Cary and Don Gum, observed the highest standards of safety and made enormous contributions to the organization and the aviation heritage community, Phil Beaudoin, president of Wright “B” Flyer Inc., said in a statement Saturday.

“They were good friends and we will miss them deeply,” he said.

The pilots took the plane up around 10 a.m. Saturday, said Mick Lecocq, manager of Springfield Beckley Municipal Airport.

The Ohio State Highway Patrol, which is investigating, said it received a call shortly before 11 a.m. about the crash, in an area surrounded by cornfields about 3 miles from the airport.

The plane, dubbed “Silver Bird,” was built to modern standards and approved for its test flight program by the Federal Aviation Administration, Beaudoin said.

The plane was the third produced by the company based at Dayton-Wright Brothers Airport near Dayton, and had completed about 25 hours of its mandatory 40 hours of flight testing, Beaudoin said.

Beaudoin said Wright “B” Flyer Inc. flies and displays lookalikes of the Wright brothers’ first production airplane, the Model B.

Springfield is about 45 miles west of Columbus.

Authorities have arrested a suspect who prompted a police shooting on the Southwest Side Saturday morning in the Marquette Park neighborhood.

At 11:06 a.m. Chicago Police tactical officers saw a suspect who was shooting at a vehicle in the 6600 block of South Campbell Avenue, according to police News Affairs Officer Laura Kubiak. The officers fired shots but no one was struck, according to Kubiak.

But at 11:27 a.m. in the 6500 block of South Campbell, the suspect was arrested, said Kubiak. No injuries were reported, she said.

A police source said shots were also fired at police and the incident reportedly occurred in the same block where police fired shots on Friday.

Wentworth Area detectives are investigating.

If Jesus S. Valois would have kept quiet, he might not have been standing before a Cook County judge today facing charges of attempted first-degree murder and aggravated battery.

Valois, 19, was at the Fiesta del Sol festival in Pilsen on Thursday when he saw Tony Mireles, whom he allegedly shot about 20 times with a handgun on a front porch in the Lower West Side neighborhood in August 2010, according to court documents.

His anger apparently returning, Valois walked up to Mireles at the neighborhood festival with his fists clenched, swearing at him.

“I’m the one that shot (you) 20 times!” Valois said, according to court documents. “What you gonna do about it?”

Mireles, 26, didn’t jump at the apparent challenge to a fight.

Instead, he slipped into the crowd and flagged down a police officer, who arrested Valois for the shooting that, according to court documents, wounded Mireles in the abdomen, pelvis, buttocks and both legs.

Valois also was charged with simple assault in connection with his alleged confrontation with Mireles at the festival.

Valois, of the 1800 block of South Allport Street, appeared Saturday before Cook County Judge Peggy Chiampas, who ordered him held without bail.

Illinois Gov. Pat Quinn to sign Dream Act for scholarship money for Illegal Aliens

A spokesman says Gov. Pat Quinn will sign a bill to allow the children of immigrants, both legal and illegal, to get private college scholarships and enroll in state college savings programs.

Quinn spokesman Grant Klinzman says the governor will sign the bill Monday.

Called the Illinois Dream Act, the measure creates a panel to raise private money for college scholarships. Supporters say this will help illegal immigrants who graduate from Illinois high schools go on to college because they may otherwise not be able to afford it.

Students must have at least one immigrant parent and must have attended school in Illinois for at least three years to qualify for scholarship money.

Opponents say the legislation wrongly helps people who violate immigration laws.

In a potential shift in attitude, Chicago police may begin issuing citations to people caught with small amounts of marijuana instead of locking them up and booking them, Police Superintendent Garry McCarthy said today.

The superintendent’s remarks came after Cook County Board President Toni Preckwinkle highlighted last week how offenders arrested for possessing small quantities of drugs often clog up the system, only to have their cases later dismissed by judges.

McCarthy said he talked about the issue with Mayor Rahm Emanuel as far back as May. He insisted police will keep on arresting people for marijuana offenses, but said the arrestees may get a citation or a summons to appear in court, rather than being booked.

“We will continue to make arrests for illegal behavior, whether it’s public urination or whether it’s carrying a firearm. It’s really that simple,” McCarthy said after joining Emanuel and Ald. Deborah Graham, 29th, at an anti-violence march in the Austin neighborhood. “We’re looking at different arrest processing, not not making the arrests.”

Police officials are at this point only considering changing the marijuana policy, according to McCarthy. “It’s not cooked yet,” he said, but added “I think that people are going to see some changes down the road.”

In any case, people caught with marijuana who police find to be guilty of more serious infractions or who have outstanding arrest warrants will continue to be processed, McCarthy said.

“If somebody’s not properly identified, they can’t receive a summons, and if they have a warrant, they can’t receive a summons,” the superintendent said. “So we want to make sure we’re getting the right people. You don’t want to get the wrong people and put them in the system.”

McCarthy said he can’t concern himself with whether judges tend to dismiss petty drug cases. But he wants officers to be able to handle such infractions as quickly as possible so they can get back out on patrol.

"My problem is figuring out the best way to get those things prosecuted in an efficient manner so that I can turn my cops back around and get them back on the street quickly,” he said.


Cook County Board President Toni Preckwinkle said today that she’s asked Chicago Police Superintendent Garry McCarthy to consider not arresting minorities for low-level drug crimes.

“I had a conversation shortly after the new superintendent came to Chicago with him about my views on this matter,” Preckwinkle said after the County Board meeting. “I suggested to him that - although the law is pretty clear that such possession is a violation of the law - since the judges routinely and almost universally dismiss such low-level drug charges that the police might stop arresting people for this since it clogs up our jail and their cases will be dismissed out anyway.”

She said his response to her suggestion “remains to be seen.”

"The city of Chicago is the principal driver of our jail population, so I’m trying to talk to him about the concerns I have about the way our drug laws are enforced,” she said.

In June, Preckwinkle was the only politician to speak at a rally that declared the country’s 40-year “war on drugs” a failure. Preckwinkle's call for more treatment and less punishment was in keeping with her statements during her campaign, when she often talked about diverting drug users into treatment programs. She said she is working with the courts, prosecutors, defense attorneys and the sheriff's office to find ways to do that.

Before that rally, McCarthy had said he understood the concerns of the organizers.

"It becomes the issue of mass incarceration," he had said. "And law enforcement has gotten this wrong. Narcotics use is a criminalized social issue. It causes crime. Drug dealers get into violent disputes over turf. It's about the money…It's been so twisted up that law enforcement looks at narcotics as the crime, when it's not. It's the cause of the crime. So, we've had this wrong for a long time in law enforcement."

Lopez, Texas Fugitive Extradited From Mexico

Mexico City - On Friday, the U.S. Marshals Service reported that Simon Lopez, 26, wanted for the murder of a 1-year-old child and charged in Tyler, Texas, with capital murder and assault has been extradited to the U.S. from Mexico. Lopez was arrested on Thursday by Mexican Federal Police in the state of Querétaro without incident and then turned over to the U.S. Marshals Service in Mexico. Deputy Marshals took custody of Lopez at the Mexican airport and returned to Houston for processing and criminal proceedings against Lopez.
Mexico’s National Institute of Migration determined that Lopez was living in Mexico illegally and expelled him.
Lopez was on the U.S. Marshals Service 15 most wanted list and a reward of $25,000 was being offered leading to his arrest.
The U.S. Marshals Service reported that Lopez was babysitting his girlfriend’s two young toddlers, ages and 3, while she went to work on the morning of Nov. 23, 2010. Soon after, Lopez contacted the children’s aunt and notified her Jeremy Sylva, 1, was not breathing. Lopez then dropped the child off at the aunt’s house. The young boy was transported to the hospital and pronounced dead.
The medical examiners determined he died from a torn atrium in his hear due to blunt force trauma to his chest. They also discovered other signs of abuse including strangulation, broken ribs and severe bruising over the child’s body.
Police caught up with Lopez in a Dallas apartment and when they tried to take him into custody, Lopez struggled with the officers. He unsuccessfully tried to take one of the officer's weapon and then escaped from the scene.
