PHILADELPHIA (AP) — About 50 teenagers were arrested for violating a newly enforced curfew for minors aimed at cracking down on mobs of young people responsible for random attacks on people as well as property damage, police in Philadelphia said Saturday.
The arrests began about 9 p.m. Friday downtown and on South Street, a 10-block strip of bars, restaurants and stores on the edge of downtown that has long been a hangout for teens and 20-somethings, said police spokeswoman Officer Tanya Little.
Mayor Michael Nutter announced last week a curfew of 9 p.m. for those under 18 on Fridays and Saturdays downtown and in nearby University City, home to the University of Pennsylvania and Drexel University.
A first arrest could mean a fine of $100 to $300 , and parents could be fined up to $500 for successive violations by their children. In other parts of the city, the curfew remains 10 p.m. for those under 13 and midnight for those under 18.
Other measures in the crackdown included increased enforcement, a campaign to get business leaders to register their security cameras with the police department and extended hours for about 20 youth centers in the city.
In one mob attack last month, a man ended up in the hospital with broken teeth and a wired jaw after a group of teenagers attacked him downtown. Hours later, a crowd of young people assaulted four other men. An 11-year-old boy was among the four young people arrested in the case.
Nutter took the pulpit of his own West Philadelphia church last weekend to call out teenagers involved in violent mobs that have left several people injured in recent weeks and said parents need to get more involved in their children's lives.
"You've damaged yourself, you've damaged another person, you've damaged your peers and, quite honestly, you've damaged your own race," said the mayor, who is black. He also called out absentee fathers and neglectful parents of teens involved in the attacks, many of whom are African-American.

There was discussion as to whether to post the actual list on the FOP website. We agreed that posting the actual list would be irresponsible on our part and decided to protect our members privacy as many non-CPD frequent this site.
Any member who participated in either Recognized Vacancy bidding or Designated Vacancy requests should contact the unit they are currently working in to ascertain whether they were successful with their bid or request and where they will be assigned on change day.

Packers linebacker forgets ID, can’t get into White House
When the Green Bay Packers visited the White House on Friday to celebrate the team's Super Bowl title, linebackerDesmond Bishop(notes) wasn't with his teammates. He had forgotten his license on the team charter plane and without a license, there's no getting past White House security.

I'd love if Bishop had provided more information. At what point did he realize he didn't have his ID and couldn't get access to the White House? Did he figure it out on the bus or make it all the way to the gate before getting turned down? If so, did he plead his case to unsympathetic guards? Was the possibility of sneaking into the ceremony under the suit of 320-pound tackle Chad Clifton(notes) ever broached?
A lot of times when amusing mix-ups like this happen, people try and offer words like "at least it makes for a great story" as comfort. But, no, not this time. You know what makes for a great story? Going to the White House to meet the president after winning a Super Bowl.

Bud Billiken Parade part of big weekend in Chicago
City officials today said the Bud Billiken Parade on Saturday is only one of many events that will draw crowds and affect traffic in Chicago this weekend.
The city's traditional back-to-school parade and picnic is expected to draw up to 500,000 people to the South Side when it steps off at 10 a.m. Saturday, according to a release from the Chicago Office of Emergency Management and Communications.
The parade, which began in 1929,is described as described as "the oldest and largest African American parade in the United States" on the parade website. The website also said that it is the second largest annual parade in the nation. (SO WILL THE CITY SPONSOR A WHITE PARADE SINCE IT IS 100% OK TO HAVE AN AFRICAN AMERICAN FREAK SHOW PARADE?)
Chicago Mayor Rahm Emanuel is the grand marshal of this year's event.
The parade starts south on Martin Luther King Jr. Drive from Oakwood Boulevard to 51st Street, east on 51st to Ellsworth Drive in Washington Park, and then south on Ellsworth to Morgan and Payne Drives.
Weather is expected to be in the high 70s with a 40 percent chance of thunderstorms, so attendees should dress accordingly and be prepared to take shelter from possible lightning, according to the OEMC. Cooling stations and first aid stations will be located along the parade route.
Sporting events this weekend also will affect getting around, with the Bears playing their first preseason game Saturday at 7 p.m. at Soldier Field and the White Sox hosting the Kansas City Royals at U.S. Cellular Field.
On Sunday at 6:30 a.m., the 2011 XSport Rock 'n' Roll Chicago Half Marathon begins in Grant Park, and street closures on Columbus Drive from Congress to Randolph Drives will begin as early as Saturday night.
The race will attract as many as 25,000 runners through 11 Chicago neighborhoods, including Greek Town, River North and the Gold Coast.
Also this weekend is one of the larger street fairs of the season, the Northalsted Market Days event on Saturday and Sunday from 11 a.m. to 10 p.m. The street fair, expected to draw as many as 100,000 over the two days, will close off North Halsted Street from Belmont Avenue to Addison Street.
The OEMC reminds everyone to watch out for traffic delays and road closures, and whenever possible use public transportation.

An NYPD officer is missing and feared drowned after he fell into the water while kayaking with his 5-year-old son Fiday in Long Island's Nissequogue River.
NYPD mobilized rescue teams who were scouring the river late last night in search of Patrick Luca, 41, a 21-veteran officer.
Luca and his son set out in an inflatable kayak from the Old Dock Road boat launch, in Kings Park, and floated into the river about 1:30 p.m. Friday, said a Suffolk County Police spokesman.
At about 2:45 p.m., a boater spotted the child, who was wearing a life vest, floating in the river. Their was no sign of the boat or his father, said a police spokesman.
The boater brought the child back to shore and reunited him with his mother. The child was not injured, police said. It's not clear how long the boy was in the water alone or what happened to the inflatable craft, said police.
Suffolk County Police immediately launched a search for Luca using boats and helicopters, and they were joined by the NYPD and the Coast Guard in the frantic hunt, said a police spokesman.
The search was continuing early this morning with divers in the water and police using side-scanning sonar to search the river, which feeds into Long Island Sound, said a police spokesman
Luca, who lives in Smithtown, was assigned to the NYPD's Recruitment Section, said police.
Chatham man, 85, fends off robber: ‘You’ve got to make a stand against these color boys!"
When in Chatham, don’t mess with Edward Alexander.
The guy is tough. Old school tough.
While Alexander was watering his front lawn at 82nd and Wabash Thursday, a would-be robber pointed a gun at the 85-year-old and told him to “give it up.” Alexander knocked away the pistol and punched the man in the face, hobbling the bad guy, who ran away — but not before the pistol went off and a bullet hit Alexander in the leg.
From his hospital bed Friday, the retired probation officer of 32 years says he has no regrets.
“You’ve got to make a stand one way or the other in life,” he said from his room at Advocate Trinity Hospital. “And if you don’t you’ll be run over.”
It happened in a flash.
“This gentleman comes around 81st Street, he said, ‘Give it up,’ and put a gun to my stomach,” said Alexander, who took a swipe at the man’s gun-wielding hand.
The bullet went clean through Alexander’s left leg at around the same time he landed a blow square in the robber’s jaw.
“He stumbled and went off running,” Alexander said, noting that he didn’t immediately realize he was shot. “That’s a thing you don’t have happen often. You can’t prepare for it.”
The suspect then ran to a car parked nearby, where he and a driver fled north on the Dan Ryan Expressway, police said.
The robber didn’t get away with any cash. But neighbors say what Alexander went through is part of a broader rise in Chatham crime that has picked up over the years.
Renee Thomas-Jackson, 54, who has lived across the street from Alexander for nearly 15 years, said the influx in neighborhood crime includes an increase in armed robberies over the last year. A community alert was announced by the Chicago Police Friday night, warning citizens — especially senior citizens — to be aware of an armed suspect matching the attacker’s description.
“But we’re fighting it,” she said. “We have a community meeting on [Aug. 20] that Supt. [Garry] McCarthy will be attending.”
In the meantime, she said neighbors like Alexander, who she playfully calls the “Mrs. Kravitz of the neighborhood” — a reference to a nosy woman from the 1960s TV show “Bewitched’’ — help by watching out for the community.
“He knows everything that’s going on in the neighborhood,” she said.
According to Alexander, the man who attacked him was trying to take advantage of the largely senior population in Chatham.
Alexander was up and walking Friday morning and discharged later in the day after “one hell of an experience,” he said.
“I hope I’m prepared next time,” he joked to a friend visiting at the hospital. “Prepared to send them to the morgue.”
Chicago: At least 2 dead, 6 wounded in overnight shootings
At last two people are dead and six others wounded in separate overnight shootings in the city, police said
The first homicide occurred in an incident in which three people were shot about 1:23 a.m. on the 8800 block of South Princeton Avenue in the West Chatham neighborhood on the South Side. According to preliminary reports from Chicago Police News Affairs, a male who sustained a gunshot wound to his chest was found unresponsive at the scene and was transported to Roseland Community Hospital, where he was pronounced dead at 2:10 a.m., officials said.
According to the Cook County medical examiner's office, the man was identified as Rick Szewka, 29, of the 4600 block of North Kimball Avenue.
In the same incident, a 37-year-old woman suffered gunshot wounds to both legs and a 33-year-old woman suffered a gunshot wound to one leg, according to police. Both were transported to Advocate Christ Medical Center in Oak Lawn, where their conditions had stabilized.
The second homicide happened about 3:15 a.m. in the 4800 block of South Laflin Avenue in the Back of the Yards neighborhood on the South Side, according to Chicago Police News Affairs Officer Michael Sullivan. The victim, a 16-year-old male, suffered multiple gunshot wounds, Sullivan said, and was pronounced dead at John H. Stroger Jr., Hospital of Cook County
In other shootings:
A 22-year-old man was found shot in the back late Friday night in the city's Cragin neighborhood on the Northwest Side, according to police. Officers and paramedics responded about 11:39 p.m. to the 2600 block of North Linder Avenue near the intersection of Wrightwood and Linder avenues and found the man. The victim was transported in serious condition to Advocate Illinois Masonic Medical Center, police said.
A woman was shot in the back about 12:11 a.m. today in the 800 block of West 51st Street in the Back of the Yards neighborhood on the South Side, police said. She was taken in serious condition to Stroger hospital. The victim's age was not available.
Two men were shot about 4 a.m. in the 1900 block of West North Avenue in the Bucktown neighborhood on the Near Northwest Side, police said. A 29-year-old man with a gunshot wound to the stomach is in good condition at Stroger, and a 39-year-old with wounds to the head and chest is in good conditin at Saints Mary and Elizabeth Medical Center.
No one is in custody and police are investigating.

Aruba became familiar to Americans after the 2005 disappearance of Alabama teenager Natalee Holloway. Authorities repeatedly detained individuals suspected of involvement but then later had to release them for lack of evidence. That case was never solved.

Country Club Hills Alderman Leon Williams says city’s former inspector general Ronald Evans threatened him
A Country Club Hills alderman is claiming the city’s former inspector general threatened him during a Keith Sweat concert this month after the alderman voted to fire him.
But Ronald Evans, the city’s sacked inspector general, claims it was Ald. Leon Williams (2nd) who started it. Evans says Williams also threatened to fire his wife, Police Chief Regina Evans.
Police said Williams, who filed a police report over the incident, claimed Ronald Evans approached him on Aug. 6 at the Country Club Hills Theater, outside the Sweet Georgia Brown liquor tent while rhythm and blues singer Keith Sweat was performing.
The city council eliminated Evans’ position on Aug. 1 for budgetary reasons. Two days after he was let go, Regina Evans went on disability leave and Lt. Mark Scott was appointed interim police chief.
Williams said Ronald Evans asked him for a cigarette and he obliged, police said. Williams claimed Evans then balled up the cigarette, threw it on the ground, stepped in Williams’ face and said “What are you going to do about it?”
Two men stepped between Williams and Evans and separated them, police said.
Evans had a different story.
He says the argument started when Williams approached him near the liquor tent and said, “Yeah! Do you have a problem? What are you are you going to do about it.”
Evans told police he replied, “Excuse me?” to which Williams said, “Yeah we got you, and your wife is next.”
The two men who separated Evans and Williams said they did not hear any threats or see any contact between the two men. One of them said Evans was at the liquor tent for 45 minutes to an hour when Williams started talking to him.
No charges were filed in the matter.
The SouthtownStar reported last month that the Evanses filed for bankruptcy in March, listing $4.5 million in debt and only $400 in assets in a checking account.
The couple has lawsuits pending against them, their companies and a non-profit foundation Regina Evans started. They also face foreclosure on several properties. Not to mention millions of dollars are missing from the government grants that were given to them.

37 Negro youths arrested at South Side park
At least 37 juveniles were arrested Friday night for disorderly conduct at a South Side park in the city's Avalon Park neighborhood, officials said.
Police were alerted to the scene shortly after 9 p.m. at Avalon Park located in the 1200 block of East 83rd Street, said Police News Affairs Officer Ron Gaines.
There was no immediate information available about the circumstances behind the incident but since it was 37 colored kids...You know they were up to no good! There were no injuries reported, Gaines said.
Maricopa County Judge In Arizona Ruled State Senator Pearce's Recall Can Move Forward

Phoenix - On Friday, Maricopa County Superior Court Judge Huge Hegyi ruled that the recall special election against Arizona State Senator Russell Pearce (R) can move forward. On November 8, Pearce will face a recall, which will become the first ever in the state's history. Citizens for a Better Arizona (CBA) filed the necessary recall petitions with the Maricopa County Election Board (MCEB) calling for a special election, but Pearce's attorney Lisa Hauser filed a challenge to the petitions claiming the process in getting sufficient signatures for a recall was done illegally. Judge Hegyi on the contrary said in his rulling that the election process was not a judicial proceeding, but political in nature and "Voters may recall any public official for a reason or no reason at all."
Attorney Hauser confirmed that Pearce has decided to appeal Judge Hegyi's decision in the state appeal's court.
CBA's attorney Thomas Ryan assured the petitions were done legally. The recall group got 16,949 signatures than the minimum 7,756 that was required. The MCEB certified 10,365 signatures, according to Ryan.
Pearce is being challenged by two other Republicans, Olivia Cortes and Jerry Lewis. Both Cortes and Lewis filed the required campaign registration forms with the Secretary of State Office to begin their quest in gathering 621 valid signatures before the September 9 dateline to get on the ballot and challenge Pearce.
Pearce authored the controversial immigration enforcement Senate bill SB 1070, which authorizes law enforcement officers to question the legal status of suspects during domestic and traffic violations.
MCEB confirmed that voters have until October 10 to register to vote and early voting starts on October 13.
A federal judge blocked major provisions of the bill making it useless. Governor Jan Brewer (R) filed an appeal with the U.S. Supreme Court on Wednesday to try and overturn the federal partial injunction on SB 1070.

AS USUAL: 4 Colored Boys nabbed in Green Line robbery sting of White Folks
Police had issued community alerts earlier about a string of robberies that occurred on the Green Line. After reviewing video surveillance, detectives from the 13th and 11th districts decided to stake out certain locations on the Green Line to catch the culprits, police said.
Shortly before 10 a.m. Thursday, Wood District officers saw three juveniles fleeing a CTA platform, police said. The youths -- ages 10, 13 and 14 -- had just robbed a victim for his mobile phone.
The victim was seated on the train when one of the youths snatched the phone from his hands. After a brief foot chase, the youths were caught and identified by the victim, police said.
Later that evening, Harrison District officers caught a teen who robbed a female victim of her cell phone.
About 6:40 p.m. Thursday, the victim alerted police that her phone had been taken. Soon after, a 15-year-old boy ran down the stairs, right into the police officers. He was taken into custody and the victim was given back her phone, police said.
All four youths were charged as juveniles with strong-armed robbery. The youths were not named because they were charged as juveniles.
Previous Green Line robberies were still under investigation.

Mayor Rahm Emanuel and Police Superintendent Garry McCarthy announced today the launch of “A Force For Good,” a new initiative that will assist community and faith-based organizations’ efforts to increase safety and reduce crime.
The two-year program will provide up to 50 community- and faith-based organizations with training to help them become more sustainable. The groups will learn how to identify and obtain grants, raise money and develop long-term strategic plans.
It will be funded by a $60,000 federal grant and nearly $1 million in pro bono assistance from other community organizations, the mayor’s administration said.
“We can’t police our way out this problem. We need good community relations to do it,” Emanuel said, adding that the city’s stronger curfews law is part of his comprehensive crime strategy to get kids, guns and drugs off the street.
Police rely on community organizations to help stem crime before it begins, McCarthy said at a news conference at Breakthrough Urban Ministries in East Garfield Park.
“We realize that crime strategy is only one facet of reducing crime,” McCarthy said. “We have to search for cures to crime, not just methods to reduce it.”
